COMMERCIAL ITEM DESCRIPTION
HAND CLEANER (WATERLESS LOTION FORM)
The General Services Administration has authorized the use of this
Commercial Item Description in lieu of Federal Specification P-H-31.
This commercial item description covers a lotion waterless hand cleaner for use in removing grease and industrial soils from the hand.
Salient Characteristics:
The hand cleaner shall be an odorless or mildly scented lotion. It shall not smell rancid or like ammonia or kerosene.
The hand cleaner shall not irritate unabraided skin when used as directed on the container.
pH. The pH of a 5 percent by weight suspension of the hand cleaner in distilled water shall be 4 5-10 3.
Free alkali. The hand cleaner shall contain no more than 0.1 percent by weight free alkali as NaOH, see ASTM D 820, sections 7 and 8. The issue of ASTM D 820 in effect on the date of the solicitation shall be used to determine compliance with this requirement.
Heat stability. During heating at 38oC for 72 hours, the hand cleaner shall not separate, change color, or turn rancid.
Freeze-thaw stability. During three cycles of freezing at -10oC for 16 hours and thawing at 22oC for 8 hours, the hand cleaner shall not separate into components.
Performance. Within 120 seconds, 2-1/2 g of hand cleaner shall suspend and completely remove from the palms of the hands a thin, uniform layer of asphalt (korite No 1, Standard Oil of Indiana, Chicago, IL), 30 mm in diameter, which has been applied to the palm of each hand (Form the asphalt into a rod, dip in Stoddard solvent, and apply to palm.)
The hand cleaner shall comply with the Federal Food, Drug and Cosmetic Act and regulations published under the Act (21 CFR 1 – Regulations for the Enforcement of the Federal Food, Drug and Cosmetic Act)
Certification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawing, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing and marking. The hand cleaner shall be packaged in accordance with normal commercial practice and packed in fiberboard boxes that will assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Marking shall be as specified in the contract or order.
